f4 1/125 sec there really is no background its very blurry.
f 5.6 1/60 sec background is still blurry though you can see black squares.
f 8m 1/125 sec back ground still blurry but you can tell its a building.
f 11 1/60 sec back ground is visible.
f 16 1/30 sec back ground is more clear.
f 22 1/8 sec back ground is very visible you can see the windows and vines.
At slower the shutter speed the more blurry the people get. The photographer could change the to be faster. The slowest shutter speed is 1/4 sec. Yes you can hand-hold the camera.
